He convinced Gadreel to join him with the promise that Gadreel would become GOOD would be seen as the GOOD angel that he truly was, and then he basically immediately tells Gadreel that since he's scum already, he should just continue to be scum without regret.
I think Metatron's (and any other angel's) definition of a "good" angel is an obedient one. If Gadreel is obedient, he will be seen as a good angel.(I think you proved that in the next quotes ;) )
it's not like we wouldn't have also caved and saved Sam... which is I guess why we forgive him - because we're not any stronger than him, nor any less of a dumbass.

Here is the point of contention I think. I believe that Sam decided that he did want to live when he let Dean help him. When he said yes (to Gadreel) he was asking Dean to help him live. Not to let him die. And even before that at the church (9-23) when he decided not to go through with the trials.
Dean did honor his wishes. Just the way he did it turned out to be a bad one.
