I think it's just someone using Moriarty's image, as you say. So, it's the introduction of a new villain, but one that is connected to Moriarty!
I was also thinking that Mycroft was going to do the shooting and that's why he was telling Sherlock and John to step away... but nope! Crazy law-abiding Mycroft. :P
