I being a witch is a path you go down, and there are a couple of ways to go down that path. If you want a lot of power quickly, you get that power from a demon. The other method is to study witchcraft and slowly just become more and more powerful (which is what James did). Hunters don't become witches, because they only use a handful of simple utilitarian spells.
It's sort of like the difference between someone who took physics in high school and Albert Einstein - one of those two people is a physicist, the other is not.
