There is absolutely no source for the appearance of the Wizarding world in North America...I made it all up. I touched on it a little in DDD. But yeah, it's all from my head. As for the french/canada/immigration thing. In my version of Wizarding North America, the Wizarding governments don't necessarily match up with the Muggle Governments...so, for instance, you could be a Canadian living in Prince Rupert, BC, and you'd be under a Wizarding Government that included Oregon, USA. Also, in my version of North America, the Wizards tend to live in pockets and there are less of them...my thought process there being that (except Muggleborn wizards) wizards seem to be far more "traditional" and "dated" and maybe due to the longer life-spans, their society doesn't change as quickly as Muggle society...so, I sort of figured they actually WOULDN'T immigrate as much as muggles, since they are more set in their ways...that being said, there still would have been political upheavals and whatnot that would spur them to immigrate...so yeah, it's an interesting thing to think about.
Anyway, that all being said, there WOULD be muggleborn white wizards in the Native Territories - the problem with Lucius is that he's not thinking of Muggleborn wizards. He's incorrectly assuming that if Sam and Dean are hot-shot American wizards, they must be pure-bloods. Hence the comment. It's racist, because Lucius is racist. Because yeah, there might not be old white-wizarding families in the Native Territoties (like the O'Shaughnessy's in Boston), but there ARE definitely a mix of people there (including Asians, just like the muggle west coast).
But yeah, I have a little map of North America in my head that has completely different wizarding borders than muggle borders. Sadly, it really is just what I think would be the case, because Rowling never mentions North America at all (nor the political make-up of the rest of Europe.)
