Yeah, I think in this case, it's definitely that the network wants it's own SPN show. So far, the pilot, BECAUSE it looks so much like the Originals, seems to be right in the wheelhouse with what the CW is pushing these days. Supernatural has really never been in that wheelhouse, the characters are too old, there's no romance, etc.

Yet, SPN has this loyal audience - and I think the CW want to cash in on that audience, also have this idea that they've discovered this magic formula of youth and romance that will draw in even bigger crowds too - so, therefore, in order to make a hit that combines both the SPN audience and the demographic they think these youth romance shows appeal to, the solution is to make THEIR kind of show but set it in the "Supernatural" universe.

Again, I don't like political/crime-family shows, and I don't like whiny teenagers in love triangles... but I AM willing to give the episode a watch just to see what it's like.

I DO like the fact that they're lead is a black guy. I'll tell you that much right now. If there's one thing I'm more sick of besides whiny young people in love triangles, it's whiny WHITE people in love triangles. :P

But, like I said in another comment somewhere - I think part of the reason for not making the spin-off about characters more closely tied with the Winchesters, is the fact that you don't have to worry about screwing up each other's canons as both shows progress out from here.
