I think she'd prefer to keep him on earth, even if only because it would hurt Dean more. Dean would have no qualms out of killing demons, especially in hell.

But on earth, she gets to torture innocent people and force him to be awake all through it, unable to stop himself from hurting people, especially those he cares about.
